Project Overview
KPS was appointed by Surrey County Council to deliver welfare upgrade works at Woodhatch Headquarters in Reigate.
The project involved the refurbishment and upgrade of toilet facilities and tea points across multiple floors, improving dated and failing areas of the building while supporting compliance, accessibility and day-to-day usability for building users.

The Challenge
The works were delivered within an occupied local authority headquarters, meaning disruption needed to be carefully controlled throughout the programme.
Several areas of the building were dated or had failing services, requiring a coordinated strip-out and upgrade approach. Due to the nature of the environment, works were staged and completed out of hours wherever required to minimise disruption to building users.

Scope of Works
The project was delivered across two phases, covering ground and first floor tea points, second floor toilets and first floor toilet facilities.
Phase 1, Tea Point Upgrades
The first phase focused on upgrading the ground and first floor tea points in line with the Surrey County Council design specification.

Out-of-Hours Delivery
Because Woodhatch Headquarters remained in use throughout the project, KPS planned the works to reduce disruption to staff and building users.
Out-of-hours working was used as the most appropriate delivery method, allowing the works to progress efficiently while maintaining the day-to-day operation of the building.
Coordination
Improving Accessibility and Usability
A key part of the project was improving accessibility and creating more compliant facilities for all building users.
The installation of DDA compliant rise and fall worktops, disabled toilet facilities, ambulant toilet provision, disabled alarm systems and automatic door access helped bring the welfare areas up to a more suitable standard for the building’s users.

The completed works delivered upgraded welfare facilities across Woodhatch Headquarters, improving both the appearance and functionality of the toilets and tea points.
Through phased delivery and out-of-hours working, KPS was able to complete the upgrade works while minimising disruption within the occupied local authority building.
